At present, there is no way for an admin to monitor what is posted between users with the whisper function.

This is an issue in a school - pupils can use a facility we provide for potentially dangerous purposes.

I've been told by It's Learning this is not a bug, but designed that way. i disagree.

Yet another feature made unusable by the lack of proper admin control!
