Giving itslearning demo sites access to apps

The number of itslearning employees with their own demo site(s) are increasing rapidly. At the same time the number of apps, the number of countries we are represented in, the feature adoption, the number of partners, ets are also increasing.
Today the Extension Manager (or the supplier) has to add licenses to an app one by one. Each time a new employee gets a demo site the Extension Manager have to go into each app and add a license for that site.
Example: 5 new eployees (sales staff and trainers) in each country need access to all the apps in their country. The Extension Manager do not have an overview of which apps are available in which country or who that already have access to the different apps, so the employee first have to send Extension Manager a list of apps that he/she wants access to. If thisn is between 5 and 15 apps (lets say 10) this means that the Extension Manager has to go into the system 5 (employees) x 8 (countries) x 10 (apps) times = 400 times.
Some of the apps are totally controlled by the supplier., This means that we have to let the supplier know every time we have a new employee with a demo site.
Then the next day one or two app supplier adds a a couple of new apps, some new sales reps are hired, or we sign up a new reseller partner...
Today we have about 60 demo sites with access to apps.
