Possibly not very helpful to you - but I've recently (as in last week) used that feature in Test 2.0 and it worked like a charm. I have noticed, however, that the tests themselves seem to run a lot smoother when using Firefox rather than IE. Could it be yet another browser related problem?

I'm using Mozilla firefox 3.5.3 and it does not work here. Maybe the test is not designed for many questions and many catogories. In one test I have 69 questions catagorized in about 50 different catogories (some catogories are empty), The goal was to have many more questions in each catagori but I have stopped adding questions because it does not work. It would have been a powerfull tool to aid in my mathmatic classes so I could design individual tests for the students, but atlas it does not work any more.

I see what you mean now having experienced the same problem myself - when dealing with many questions (120+) and many different categories. It worked perfectly up to one point - then it stopped drawing questions, mixed the maximum points and became totally unusable. I now have to delete the categories AND questions I do not wish to draw from, making the tool a lot less flexible and a lot more work intensive.
