Fix "Runtime Error" messages

Sometimes you get an "Runtime Error" for no reason. It would be nice with a better error message describing the problem.

For another demonstration see this. If you visit the link below, ITSL will set a cookie to a value which will then be sent back to the server and cause a server error. Only resolution is to erase your cookies. I know that this situation will not occur in the wild, I'm am just demonstrating how easy it is to make ITSL run amok. https://www.itslearning.com/index.aspx?Username=&LanguageId=-24
